Following the War of Spanish Succession, the Southern Netherlands passed under the sovereignty of the Austrian Habsburgs. The reign of Empress Maria-Theresa was a source of administrative, economic, cultural and scientific development. Centralising reforms instigated by Joseph II caused a revolt in the provinces at the same time as the French Revolution was taking hold in France.
